As part of the ongoing UNICEF efforts to enhance WASH governance programming, the Accountability for Sustainability Programme developed a conceptual framework to unpack the concept of Enabling Environment for effective and sustainable WASH service delivery, linking it to the core water governance functions.
The Enabling Environment for WASH services consists of underlying structural factors, such as the economy and geography, and institutional factors, all of tremendous importance for how WASH service are delivered. Most of the actions that External Support Agents can undertake to influence this environment will focus on core WASH governance functions.
